The rapid development of the Internet in particular has involved various regulatory modes in order to address the emerging challenges. This special issue of Knowledge Technology & Policy focuses on the dynamic relationship between emerging information and communication technologies and the changing institutional frameworks for governing its development and use. The five papers included here focus in different ways on the co-evolution of the regulatory and the technological side of the information society, exploring the interaction of technological change with strategies to regulate, control, and coordinate it.
